Vision: I get the impression that you really wanted to make this a good commission, and that is perfectly fine. You did good work and you should be proud of it, despite what anyone will say.
Originality: BUT (and this is a big, stinky but) I just can't abide an OC alicorn. I'm not sure what it is, and call me intolerant or old fashioned if you will, but the only three are Celestia, Luna, and Cadance (and even she's pushing it a bit). That's it. Any attempt to say otherwise, unless it is really well justified, is sending you straight to the Mary Sue pileup at the intersection of Bad Fanfic Way and Horrible Role Play Avenue.
Technique: And now that all the bile is out of my system, I must say that her design is really well done, and the vector work is great. I especially like how you didn't give her the wavy magical mane that Celestia and Luna have. If there is one little critique I could give, one of her hind legs is a little too thin, and you might want to fix that. Other than that, great work.
Impact: Again, alicorn OC's just don't sit well with me, and I probably would've been kinder to her if she had just been a unicorn or pegasus. Still, as far as impact goes, it hit me like a ton of bricks, in good and bad ways. As an artist, you have shown great work here, and hold a lot of artistic potential.
Overall: As a whole, she is a well drawn, well designed alicorn, but the idea of an OC alicorn sits about as well with me as freshwater fish do in the Dead Sea. I understand that she is not your character, and I'm not doubting your judgement, but you might want to let your friend know that if this gets too out of hand, then s/he may be getting a few nasty calls from the fandom.
